China Petroleum Network News (Correspondents Sun Fangyu and Zhang Guisheng): In 2024, China National Petroleum Corporation (CNPC) Offshore Engineering Co., Ltd. (referred to as CNOOC Offshore) and Sinopec Shengli Petroleum Engineering Co., Ltd. (referred to as Shengli Engineering) successfully signed a cooperation project agreement for offshore drilling platforms in Beijing. Two small offshore drilling platforms, CNOOC 6 and CNOOC 8, will be leased and replaced with the new Shengli 3 large offshore drilling platform. This move marks the establishment of a shared "resource pool" between PetroChina and Sinopec in the field of offshore drilling platforms, creating a new situation for deep cooperation among super large central enterprises and setting a new benchmark.

As the core service force for offshore exploration and development of PetroChina and Sinopec, CNOOC Offshore Engineering and Shengli Engineering have always adhered to the principle of mutual benefit and win-win, and are committed to providing high-quality offshore drilling services. Both parties have accumulated successful cooperation experience in projects such as Chengbei and Chengdao West since 2011.

Under the framework of this cooperation, the new Shengli No. 3 drilling platform operated by China National Offshore Oil Corporation overcame multiple challenges brought by the new team facing new types of platforms and drilling systems. In just 30 days, it completed the leap from receiving the ship to creating efficiency, solved a total of 64 equipment problems, completed 26 updates and renovations, and compiled 36 training courseware. As of now, the platform has achieved continuous safe production for more than 300 days, with a cumulative drilling of 7 wells, completion of 6 wells, 5 well repairs, and a total footage of over 26000 meters. It is worth mentioning that the ongoing BZ19-2A drilling and completion project was completed 41 days ahead of the design schedule, with an overall acceleration of 22.7%. Among them, the A6 well broke the company record with a single day footage of 1616 meters.

The CNOOC 6 and CNOOC 8 platforms, carefully operated by Shengli Engineering, have also achieved excellent results in the Sinopec market. The CNOOC 6 platform has completed the construction of 7 wells of various types, with a total footage of 13021 meters. It has received written praise from Party A twice and passed various special inspections with high standards multiple times, earning high recognition from the owner. The CNOOC 8 platform has completed the construction of 5 wells of various types, with a total footage of 10661 meters, setting a record for the highest daily footage of 1206 meters. In the Chengbei well group operation, the highest single well cycle savings reached 38%.

Trading big for small "did not result in losses", and trading more for less "also earned". Under the sincere cooperation and efficient operation of CNOOC Offshore Engineering and Shengli Engineering, all three platforms have achieved asset activation and efficient utilization. This not only effectively guarantees the development needs of both parties' enterprises, but also significantly enhances their maritime service guarantee capabilities, effectively promoting the efficient development of offshore oil and gas resources. The successful practice of this cooperation has opened up a new path for deepening resource sharing and complementary advantages within the industry, and established a new model of win-win cooperation between central enterprises.
